Bahrain is taking steps to explore a regulated gaming environment. While the country is already a pioneer in 5G gaming, it has yet to make strides in gaming regulation, until this month. On January 11, 2026, it was announced that a new regulatory framework for gaming had been established.

A comprehensive framework is crucial for any effective regulatory authority’s operations. For Bahrain, it would mean the ability to license, tax, and regulate operators. Crucially, having such a framework also puts standards and player protections in place. The latest announcement has provided more details about what the framework will look like.

New Regulatory Structure

Online casino play is currently prohibited under Bahraini law. However, work is happening to explore what a regulated commercial gaming environment could look like. A key part of that is the new regulatory framework for the gaming and betting industry.

The work in Bahrain has been supported by the consultancy firm Lawrence & Co. The idea is to get the structure ready so that a regulatory authority can be formally established. It will mean a big change for the current landscape, opening the door for a Bahraini licensing system for gaming and betting operators.

The new framework will introduce an official licensing structure. However, it will also set out strict operational standards, which will incorporate elements of enhanced consumer protection.

Aims of the New Framework

The new regulatory framework for the gaming and betting industry in Bahrain has four key aims. The first is to set up a mechanism for licensing gaming and betting operators. In order for a site to operate in Bahrain, it will need to obtain a Bahraini licence from the regulatory authority.

Part of the licensing activity will involve the regulation of operators. As such, strict standards will need to be established. When an operator applies for a licence, a rigorous vetting procedure will take place. It will include technical audits, financial assessments and background checks.

The third aim of the framework is to implement measures for consumer protection. That falls under several categories, including data protection for those betting online. The framework also aims to implement dispute resolution protocols, aligning it with global best practices. Responsible gaming will be a crucial part of the player protection measures.

A secondary aim of establishing a regulatory framework in Bahrain is to assess its economic impact. It’s predicted that tourism will contribute $133.6 billion to the Middle East’s GDP by 2028. As part of an outward-looking approach, the framework will attract international operators, which will boost offerings not just for tourists but will also contribute to the economy through job creation and taxation.

Following in the UAE’s Footsteps

While the Bahraini framework isn’t necessarily modelled on the framework created by the General Commercial Gaming Regulatory Authority, it certainly sees it as a forerunner. The successful implementation currently underway in the UAE is likely to be an encouraging sign for Bahraini officials.
